The UAE maintains a zero-tolerance policy on drugs, and its narcotics law is among the strictest in the world. Let’s break down what the law actually says:

Substance Classifications

The Federal Decree-Law No. 30 of 2021 classifies narcotic and psychotropic substances into 9 schedules, ranging from high-risk drugs like heroin and cocaine to medications that may have sedative effects.

  • Schedule I substances are considered the most dangerous.
  • Possession, use, trafficking, and even importing these substances without prior approval is a criminal offense.

Penalties for Drug Possession in the UAE

First-Time Offense (Article 41)

  • Imprisonment of at least 3 months
  • Fine between AED 20,000 to AED 100,000

Repeat Offenders

  • 6 months to 2 years in prison
  • Heavier fines, and in some cases, deportation or blacklisting

Unlisted Substances (Article 44)

If a substance isn’t named in the law but causes mental or psychological effects, it may still be prosecuted as a narcotic.

Rehabilitation Option (Article 45)

For first-time offenders, the law allows the court to substitute prison time with mandatory treatment at a rehabilitation facility.
